I keep wondering how high level guys he fought before the UFC were.
Once a fighter reaches a few years in the UFC I tend to start dismissing any previous local low level fights they have on their record.
For instance, I wouldn't be more convinced by any established UFC fighter if I knew they 16 straight wins against some russian no-names...
But on the other hand I must admit it IS quite impressive to win 16 straight fights anywhere, cause most guys tend to lose a few while they are coming up. Just fighting that many times there's a large chance you'll lose sooner or later, just by getting caught.
They weren't all no-names. The Russian MMA scene is filled with talent with extensive amateur backgrounds. People really try to downplay the guys Khabib fought. Assuming all his opponents records are even well-recorded (Many fighters from Asia/Russia don't have complete FF records). Its not like the UK/Ireland scenes where most people watch MMA on TV, think its cool and decide to have a go at it. At least in the US, you have wrestling in high school and at least half the guys getting into MMA have amateur experience.

These aren't taxi drivers. These are guys who legit trained for martial arts their entire life.
