That could just be due to facial structure and bone angles. Conor has prominent bones in his face making him look more dehydrated.

Weight differential is relative though. It's part of the reason why the gaps between weight classes get bigger the higher you go up.

It has more to do than simply height. Conor looks like he just was held hostage in a basement for 6 months and only given enough food to survive at the weigh ins. Jones at least looks healthy before a fight. Conor should be fighting at 155 which means going down in weight is not as impressive. Jones is naturally a thin and lanky guy who would have to put on more weight than Conor to even try and match some of the bigger guys at HW.
