I think Zingano is definitely one of the women who turned down the fight against Cyborg. That is definitely a match that the UFC would have gave Cyborg but there is no way that Zingano would have signed up for the smashing she would get.

A lot of fighters will deny turning down fights but it is what it is and most likely Zingano turned it down.
