I think Fedor is hyping up his potential UFC debut, as well as this EFN fight that is on FP, so that he can get as many people watching FP as possible.
If the UFC can see during the EFN Fight Pass broadcast that they get a way higher American viewership than what EFN events normally get (I have FP, the alerts are on my phone but I never watch these EFN fights) then perhaps Fedor could leverage those numbers to get a bigger check, using empirical data to provide his "value".
The lack of sponsorship deals make it so the UFC will have to cover a bigger portion of Fedor's purse than they would have to if they could just tell him he could bring any sponsors he wanted. So for Fedor to get that money from the UFC, he's gotta show he is currently "worth it", and this is the compromise they came to.
