Depending upon his position at this gym, and going by age it seems likely he's her "superior", or even just given the fact that she's still a teenager and he's fathered one, no, it doesn't seem likely to me she would speak up like that at work. Im halfway taking ts at his word here that this is the first awkward time hes tried to throw a pass at this girl , not that hes already been harassing her for weeks on ens and not taking a hint.

I think a good strong no is the first step in the process. Hr and the law should be for later in line and yes i expect someone months from being a legal adult to act like one. I grew up ghetto where you go from 14 to adult almost overnight and are required to be able to sorta look after yourself so i admit it slants how i see older teens and what they are capable of.
