We can accept a position that both were on PED's during their Prime fighting runs, or neither was, or either one was while the other was not, and none of that matters ONE IOTA to the discussion at hand of which guy would win if you could line them up to fight in their Primes.
Whether they were on PED's or not in their primes contributed to the fighter they were and whatever that was AT THAT TIME is the assumption of how they will face one another in this hypothetical prime fight.

If indeed Fedor was juiced to the gills during his prime run and Jones was clean (for sake of argument) then this hypothetical is asking...
'would a Fedor juiced to the gills during his prime run beat a Jones who was not juiced during his prime run?'
The question the TS is asking is not if 'that would be fair' but rather 'who would win based on the reality of who they were, and what they were on during their prime runs'. Therefore being juiced OR NOT is irrelevant to the comparison of who would win if they matched up when they were both in their fighting prime.

Fedor circa 2003-2006 wrecks Jones. He was simply a far better and more skilled fighter.
Jones loses rounds, Fedor didn't.
Jones needs to cheat constantly, Fedor didn't.
Jones needs to cut weight and have a massive reach advantage to win. Fedor didn't.
Jones was taken down by Gustaffson.
Jones took more damage against Gustafsson than Fedor did in 10 years.
