I think the key is overall skill. Although not a fan, I think at this point Tyron is probably the most well-rounded fighter, not taking into account the psychological game of course. Whittaker will be climbing as time passes by, Rockhold sometimes lacks concentration in the ring, Conor lacks a ground, Cody is a great boxer but lacks a full arsenal, Cejudo will be interesting to watch but for now a 6, Holloway, Cruz et al. are all good fighters, Wonderboy has the skill but sometimes lacks the execution.

How would Conor McGregor be a 10?

He got taken down multiple times by Diaz. Obviously Khabib, Kevin Lee and basically any LW could take him down and destroy him on the ground.

His striking is good but his grappling defense is not good enough to put him at a 10, which would be like Fedor or GSP who had very few weaknesses.

Yeah I left him out to not have too many guys on there at once but in terms of whose mastered MMA at every conceivable level it increasingly does seem we have MM in one group and everyone else who has ever gotten into an Octagon or MMA ring in the other.
