actually, besides floyd-conor, the nsac is ridiculous now about sanctioning boxing matches. tons of fights that are fairly close in talent level get turned down. that fight was an exception because it was stupid money. plus, floyd isnt known for ko power and conor had been in a lot of fights (mma), so the risk for serious injury was minimal
 
How do the athletic commissions get money for fights? They're not the ones promoting it.

My understanding is that they typically get a cut of the gate directly, or the state gov (in the US) gets a cut, and funds the commission. Either way, it is a direct or indirect revenue generator and they have incentives to approve fights.
