Al was .2 of a pound over championship weight for his fight with Khabib so he couldn't have won the belt. When he weighed in he was still scheduled to fight Felder so 155.2 was fine as it wasn't a title fight. It was a clusterfuck of a situation but UFC were just trying to salvage a main event by that point.

The funny thing is situations involving Iaquinta has been the reason both Felder's fights have fallen through and now the only ranked fighter available for Felder to fight is Raging Al and that fight won't happen because Al seems to be raging at the UFC
