The local news reported this bookkeeper stole from her employer's business by using photo deposit for checks that weren't even signed. How fucked up is that? There's no checks and balances.

Were the checks from the business to herself and she was depositing in her own account?

According to the reporting, yes for both. I think they mentioned she couldn't deposit the unsigned checks locally so did it online with her mainland bank. The local bank decided to reimburse the owner $50k for money lost where the other bank didn't check for signature.
