How much time do you think would go into building something like that? Let's assume he has the tools and experience, just needs to get the lumber and hardware.

That's some good lumber. Don't waste it on rack- you'll need it to barricade your doors when Corona zombies roam the world.Especially if it will be used temporarily, just build one.
