No access to the original interview, so I'm trying to translate back to English:

"Bisping wasn't unconscious. He was down and hurt, but looking at Silva in a defensive posture. Watching that, I couldn't stop the fight. If, instead of celebrating, Anderson had kept attacking, then it would be a different story. But he was celebrating when the bell rang, and just then the round ended."

"I haven't seen the replay, but I'll tell you exactly what happened in the 3rd round. Things got a little weird when Bisping started to point down to his mouthpiece. But the rule says there can't be no action while you put the mouthpiece back. Anderson was attacking, therefore the fight wasn't stopped. He threw - and landed - a big knee and Bisping fell. The bell rang and Anderson celebrated like he had won, but I didn't stop the fight. Everybody made a mistake, it was a big mess, but I said the fight would go on, it hadn't ended, and they fought for two more rounds."

herb was fine

little confusion but he you cant blame him

Completely agree. These are pro fighters fighting at the highest level. The fight doesn't end just because someone gets dropped. I've seen a lot of butthurt posters commenting that the fight should have been over in the third , but obviously it shouldn't have if Bisping came back and won the next round

Anderson taking a book out of Paul Harris' chapter. Is normal

He's right Bisping was definitely still aware.

Agreed. Anderson shouldn't have stopped until the ref pulled him off and he chose to celebrate instead and paid for it. He still had 10 minutes to put Bisping away and decided to clown around.

100% correct, completely strange to see people saying the fight should have been stopped because Bisping got KO'd. As soon as he dropped, he looked at Herb and pointed to his mouth piece on the canvas like "What the fuck are you doing?". He was dropped and hurt and if Anderson would have capitalized instead of deciding for himself that the fight was over when Herb gave no indication, he could have won the fight. It was Bisping's own fault though for not paying attention which he already accepted in the Post Fight Presser, so it's all good.

Bisping certainly wasn't in a state that would justify stopping the fight. If it had not been the end of the round no reasonable person would say that the fight should have been stopped at that moment, Anderson would at least have had to follow up and finish him off.

I thought Anderson knew exactly what was going on. He was trying to use the old "language barrier" to his advantage. He speaks English pretty well- well enough to understand Herb Dean 2 ft from his face screaming "I DID NOT STOP THE FIGHT. THE FIGHT IS NOT OVER." I watched Anderson ignore Herb and then run on top of the cage to celebrate, trying to force the victory.

He's been interacting with other human beings for 40 years. Through non-verbal cues alone, he should've (and did) understood Herb. Again, this is all moot because he speaks English.

Pretty sure the bell rang as soon as the knee landed so there was no time for follow up punches.

Yea, that's how I saw it. At best there may have been a full second or less between Bisping dropping and the bell sounding. Some have made it out to sound like Anderson had 5-10 seconds to do something and celebrated instead. I just think in the heat of the moment Anderson maybe didn't hear the horn, so when Bisping drops and a second later Herb steps in, it's easy to understand why he thought it was over. In the end, everything worked out, though.

Why did Silva celebrate anyway? He didn't even reallye checked if Bisping was out and the ref didn't got involved. If it was because of the bell rang, than why celebrate? It seems like Silva tried to 'steal' the victory.

how does herb stop mcgregour and mendes for the punches to the arm...

how does herb stop rhonda and mcmann after one knee to the body...

how does herb stop the mcmann fight, yet lets rhonda get teh ever livin shit kicked out of her by holly, but doesnt stop it until he absolutely has to, resulting in a compromised fighter taking excessive and unnecessary damage...

but he doesnt stop this fight when anderson catches bisping with a flying knee that clearly puts him out.

also, did he deduct a point from bisping when he poked anderson in the eye?

has he ever deducted a point from jones for eye poking?

i think being a ref would be a tough job, and would result in more hate than love and i dont want to pick on herb, but he has done a terrible job in some fights and he is painfully inconsistent-- i cant lie to my sherbros, i cant call him inconsistent, as he is consistently stopping fights early in favour of certain fighters and not deducting or handing out penalties when they should be levied at certain fighters. I will leave it at that.

The bell went 0.3 seconds after the knee landed. How can Silva stay on him?

Herb was 100% faultless for the way things went down, Bisping was silly to drop his guard, and Silva was stupid to walk away celebrating.
