Headbutt to the stomache from guard?

I was watching Jon vs Shogun and there was a point were Jon was on Shoguns guard and he headbutted Shogun's stomache.

Is that legal?

I could imagine repeated blows with the forehead right in the pit of the stomache doing some damage.
