That last broadcast was very atypical of Joe Rogan, and I'm trying to guess why. Sure, Joe has shown some bias before, but he has never gone out of his way to absolutely bury a rising prospect or someone unfamiliar to the casual fan.
So why did he do it? I think the problem is two colored guys on commentary. You have two guys essentially competing for the same job, and they are trying to assert the dominance. Remember when Joe screamed, "OMG AL'S GOT A GUILLOTINE." Jimmy came back and responded a guillotine would be fruitless since Khabib wasn't in Al's guard, and before Jimmy even finishes his sentence, Joe cuts him off to correct himself.
I think Joe feels threatened by Jimmy, and tried his best to sound clever. With his 200IQ, Joe tried to show how Khabib wasn't really that good... But in doing so, he completely buried the hottest fighter in the game right now.
