This is just a side effect of the gimmicky "cultural" hats to make one stand out. When you have uniforms, but allow hats - what can the hatless do? Gimmick hair to get remembered.

Paddy could wear a bowler hat tho. Not that it would work - he's more the type who gets arrested for yelling "Wankers!" and carrying a red brick when some minor royalty visits the slums in their carriage.

Who was the black chap with USA bandanna on his head? That was a great subversion of the hat gimmick, I legit applauded that.
