This is a bit confusing. The unvaccinated can freely travel to any country they want, more or less, nowadays. Something like 90/195 countries have dropped all covid measures regarding travel. So what does this ruling actually mean? Are they basically saying that, in the case of a future pandemic, this law can immediately come into practice without any steps to go through?

If that's the case, then I'll just do what a lot of Aussies I met this summer did - sat back, resigned themselves to not travelling for 12months, then went travelling when everything was dropped again.
