so yeah, at a quick glance, they should not. ideally it's probably best going off a off a formal diagnosis, but the country is terrible at treating mental health and for someone to get a formal diagnosis they probably need to commit a crime or be involuntarily admitted to a mental hospital or have the system declare they're mentally incapable and by then it's probably too late.
