I would just strip any champion that doesn't defend in a 6 months span. If you aren't able to defend a title in 6 months, then just leave it to the guys that can

edit: if they can't defend because of an external factor, like their opponent getting injured and pulling out or not making weight, then no need to strip them, since they were ready to defend
