Both at their peak, probably Chael. Chael's peak was two generations of fighters later than Frank's. Frank would definitely have a good chance, though. He proved he could wrestle in his fight with Tito and even after the takedown Chael always had a tendency to land himself in subs.

In comparison to their contemporaries Frank was definitely the better fighter.

I realize submission defense was a relative weakness in Chael's game, but prime Chael avoided getting subbed by Anderson for 4.5 rounds. Frank also couldn't submit Tito. I just wonder if Frank would have problems because of the generation he fought in not being quite as sophisticated as the one Uncle Chael fought in. It would be close though!
