I would probably have picked Nog first time around but that was in a situation were he was just on the decline and Mir was just on the rise, I certainly wouldn't have picked him in the rematch and was surprised how well he did.
Its much easier to have a clearer view of someones career in retrospect, is a fight a one off loss or is it part of a general decline?
Again can you look at the first fight and honestly tell me Nog looks the same in that match as he did same vs Sergei?
I think Nog improved his striking leaps and bounds in the UFC compared to his Pride days.

Fedor had GOAT potential, but he fell off way too early. By age 33, he was getting submitted in 69 seconds and then knocked out by Bigfoot Silva. For comparison, Cormier and Stipe are still elite at 41 and 37, Anderson Silva was champ until age 38. Usman is dominating at age 33. Fedor looking terrible at 33 is embarrassing.
Nog sat down on his punches a bit more and fought opponents with weaker defence and chins in the UFC but its pretty obvious he became a lot slower and a lot more hittable.
Sapp at that time had just beaten one of the best kickboxers in history twice, it was only post Mirko face break that he dropped of badly plus of course he didn't realty threaten Nog standing but rather on the ground via extreme size/power.
As I said hindsight is generally a much better judgement of someones career, was Nog's performance vs Sylvia a one off? perhaps Tim's extreme reach? was Herring just bad luck missing the kick? when you see Mir land at will on him again looking slow and hittable plus that the rest of his career I think it becomes much easier to say yes he was in decline at that point.
The reality is IMHO that the UFC kept people like Nog and Crocop around to play off of their names, hype them up as still being on prime and then allow newer names to gain hype beating them.
Remember, it didn't count because they were not "in their primes".
But when Jones beat a number of FORMER champs, it counts, because "something something I suck UFC cock".

Im pretty sure UFC would haved loved to have Crocop vs Randy. It would have been a HUGE fight.
But Crocop lost to Gonzaga ... no one thought that would happen but it did.
And this is Crocop coming off of the Grand Prix win.
If that's not your prime ... nothing is.
