I am watching the new and they showing this bank robber wearing a bad wig with his face clear as day. Can they run a facial recognition program with the state DMV and find the guy. I am thinking the DMV cause almost everyone take there pic there. Is that legal or even possible.

They can, but first they need to run it through the program that takes an 8 dpi image and turns it into a 600 dpi image.

I doubt they would have much luck identifying the person in the manner you are describing. Someday, sure. Right now, no.

I was watching the news and they showed a pic of a bank robber dresses as a chick. He face is clear on camera. I wondering if they can run the image of his face though a facial regonition program with using the DMV database of Driver Licenes to ID the guy.

I've toyed around with computer vision a bit during my school days. You're assuming:
-They keep a database of our photos
-Police have access to it
-Police have sophisticated facial recognition software or someone who can do it in house
-You can compensate for the angle of the photos being completely different
-The source material has enough data to measure

It's worth a google but I'm pretty sure the distance between you eyes, nose, and mouth create a somewhat unique profile. Definitely some interesting stuff.

Would have been funny if the thread was about facial recognition. Hmmm...yes, by the splatter marks, I can safely say this skeet is from a young white male, early 20s, with a slightly leftward tilt to his peen, and right hand dominant.
