Eastern Promises Ending...

I was wondering this myself. Did he kill him off screen or was the ending meant that he somehow calls the shot?

I think it’s pretty open ended by design (which is also why a lot of people wanted a sequel). If he’s in power then what he said to Kirill about Kirill being the boss is obviously a lie. He also said something to Anna at the end that seemed to imply things weren’t done.

I thought Kirill took over for his dad and Viggo Mortensen was his right hand and thus embedded at the top?

Yeah, that was Viggo pitch in the earlier part of the film, that they eventually become bosses with Viggo knowing he can manipulate Kirill

it’s hard to take what Nikolai said about wanting Kirill to be the boss at face value, especially considering his entire existence is predicated on deceiving them.

He also said this at the end of the movie (paraphrasing):

Anna: Who are you? Why are you helping us?
Nikolai: How can I be the king if the king is already in place?

I find it hard to believe his end goal was to have Kirill in charge, especially while Semyon is still alive and will always have some power over his son. It’s open to interpretation though.
