Not to defend Oyama but... there were problems to get full contact fighting in Japan.

Punches to the face was only allowed with boxing gloves, and thats why kyokushin never had it.

Korea allowed it. They removed face punching in the Olympics so TKD wouldnt be dismissed as kickboxing copy and not allowed in. They needed a unique identity.

They had judo watered down by compet rules and JJJ ( not compare with BJJ) and atemi waza type arts and a bit of these karate styles stuff etc..and grappling.

After 1940 ies IMHO they had lesser income, more necessity to have white collar office types...to keep gyms running.
After 1945 th even more.

So IMHO to punch in face might be not suitable for client.

They had dream to rule areas from India and Australia, New Zealand and pacific icelands, China, Korea, South Asia and wreck up Middle asia and Hawaii too...

Too low technical resources, like for Hitler.
Hitler had assumed that he will be able to control North Africa, smash U.K and control areas till north of Norway, while in the same time to smash Leningrad and Moscow and establish control in Donbas and establish control in Caucasus by occupying Baku oil fields ...

1938-1940 Hitler had turned Austria and Suddetenland into wartime economy.
Brits had tasted bombs with explosives manufactured in literally ceded by them for Hitler areas...on their heads.
