It's going to be more than 1%. I'd say that discretionary spending as dictated by the President is maybe 5%. You're correct in that the average person may not really notice, but it still matters a great deal. Setting these kinds of priorities in government is really one of the driving forces on what gets done by the Congress and executive agencies.

I disagree, the NFL has been endorsing unAmerican ideas lately. Trump needed to call them on it. I'm proud of his courage to do it.
