Does Tony's pullout give WME/UFC more bargaining power against Conor for the Russia event?

If you were setting the odds on a Conor comeback this year, would it be more or less likely since this accident/incident?

I think the odds of him coming back went even further down since they now have the option to re-re-re-re-schedule Tony-Khabib in Russia if Conor prices himself outside of what's realistic. The anticipation increases with every time they're booked IMO.

Or does the risk of the fight falling through pose too great a risk giving UFC less leverage?
 
Yes, I posted this elsewhere, but this is a great position for the UFC to break into Russia, odds are Khabib wins and wants his first defence in Russia vs Conor. Huge money for everyone and maybe even sweeter with the Russian MMA oligarch having legal problems.
