I don't know where I read this, don't remember if it was something Fedor said but it was along the lines of in Russian culture if you smile for no apparent reason it means you're up to no good or some shit and is generally seen as strange. I could be wrong though.

Depends on the situation, Russians have plenty of laughs as other nations. the general misconception comes from:
1. If you smile at people you don't know - the low level of self-esteems - makes them think you are laughing 'at them'
2. Male to male smile can be considered either condescending or 'flirting' which could cause the problem
3. Overall people are often angry so they get easily annoyed when people smile
As pointed out above, Dagestan is even worse as it is a state where the shariat's laws exaggerate all of the above points.
God forbid you smile at someone's sister, or daughter etc.
