Does giving everyone on CS a contract have a purpose?

Regional wise generally yes. They've had multiple regional champions on this season.
Ok cool. Thanks.

I forgot to mention international, is it the same in the case for those fighters??

I don't really think that Dana's just a lot easier to please these days. That Russian guy who gassed and got a boring decision despite being a -1000 favorite did NOT deserve a contract. Here are my theories.

1. Dana wants to avoid another Brendan Loughnane situation, so he just signs everyone to ensure that someone doesn't slip through the cracks.

2. Kind of going off #1, Dana simply wants to reduce the amount of potentially elite talent available for PFL to sign.

3. UFC needs a bloated roster to fill out all of their crappy apex cards. Supporting this theory is the fact that they literally don't cut anyone who's willing to fight at a moment's notice for 12/12, even if they clearly don't belong. For example, J.P. Buys is 0-4 in the UFC, has lost his past two fights by first round knockout, yet he still hasn't been cut.

Thoughts?
Mostly #3.

Pretty much, with the exception being Russia. But they've had Cage Warriors, Jungle Fight, SFT, BRAVE, Oktagon champs on this season.

Unless they're with a really big regional promotion like KSW, in which case they wouldn't be joining for 10/10.

DWCS has become the inverted TUF. Now that it has aged he signs basically anyone who wins on CS which is what they did during TUF's infancy. But most cards are lower quality now than most old school KOTC cards and they need jobbers.

In the short term the UFC will pull in fighters who will be “exciting” in matches due to the nature of the CS and its warped sensibilities. In the long term we will accrue hundreds of burn outs and a few gems. CS probably helps them avoid negotiating with known regional fighters.

Geoff Neal was once a ranked WW who waited tables at Texas Roadhouse on the side. Pantoja was an Uber driver up until recently. I have enough of an idea.
You obviously don't live that grind... I make over 200k in my 9 to 5 main job and I also uber and wait tables.
