Buffer goofed the announcement by saying 29-28 Gaethje at first.Do you not know what a majority decision is? Two judges gave it to Gaethje and one had it as a draw. Buffer announced it that way for maximum suspense just like how they do it for split-decisions (he could easily just say these two judges scored it for the winner by split decision...).
Well the way he started to thought it was going split decision but when he said 29-28 with no name and 28-28 then said winner by majority decision it was obvious it was Justin since he said his name. He did it right in the main eventRight but you would know even faster if he stated the two cards for Gaethje first. I guess he could have had the first Gaethje card, the draw, and then the second Gaethje card but that's a minor quibble at best and hardly a screw-up. Majority decisions are so rare that there is no well-established protocol.
