Did Tavares anti-pulled out?

I read several reports that Tavares was out of the fight against Adesanya and was about to get replaced by Thiago Santos. But now it seems like he is going to weight in as if nothing happened. Is he the first guy to get pulled-out and eventually coming back to fight as scheduled? WTF is going on?
