-White is quoted in Yahoo interview as saying:
“Conor’s foot is hurt, but he thinks he can fight,” White said. “I want him to fight Aldo.”
As for the 23-0 Nurmagomedov, White said simply, “He is the No. 1 contender.”

July 9th, 2016
-Dana White was quoted as saying:
"Georges St-Pierre will not fight again," White told the media following the UFC 200 weigh-ins on Friday (via Fight Network). "I've said that before, and I'll say it again. Georges St-Pierre is done. He is retired and he will not fight again. I've dealt with him, and we've been dealing with this thing. I've been in this since I was 19-years-old. I know the mentality of a fighter that wants to fight and I know the mentality of a fighter that does not want to fight.
"He's been saying [he wants to return] for a long time. I wholeheartedly believe you will never see Georges St-Pierre in the Octagon again, unless he's cornering somebody."

-Dana White makes GSP's return official (despite previously claiming that you'd never see him in the Octagon ever again).
Exhibit C: White rewarding Dillashaw for backing out of MMAAA (pure speculation).

-According to Johnson, when he was contacted about fighting Dillashaw back when Garbrandt got injured, White came across more like a manager for Dillashaw as opposed to the President of the UFC:
Completely unrelated — and after the accepted fight vs. Ray Borg — Cody Garbradt injured his back and TJ Dillashaw said he wanted to fight me. Dana told me he wanted me to fight TJ, which I disagreed with for multiple reasons. First, TJ has never fought at flyweight and is unlikely to make the weight, which would then eliminate the possibility of breaking the title defense record. Second, they have already told me that a fight between Cody and I wouldn’t be sellable, so fighting TJ would have no monetary upside. Third, TJ is not a flyweight or a current champion in another weight class and was KO’ed by the flyweight whom I beat twice already. Last, Ray Borg and I already agreed to the fight, which UFC tyrannically demanded, while denying me any future PPV points.
After telling Dana my reasons, Dana angrily told me that I am fighting TJ, once again, with no other option or say in my career, and against the plans we had previously laid out. He went on further to say that if I didn’t take the fight against TJ, and drop Borg as the opponent, he would get rid of the entire flyweight division. He said, this is for TJ and I’m taking away TJ’s opportunity. That fact that he feels that what I should do in my career is for TJ, tells where his priority lies.

If you look at how negotiations changed with GSP, and given how White had tried to convince Aldo not to join a union, I don't think it's outside the realm of possibility that White would make some assurances/promises to Dillashaw if he dropped out of the MMAAA.
In Conclusion:
Dana White and the UFC saying that Johnson is scared of Dillashaw, not crazy about the fight, or unable to compete because of his injury, is par for the course in how they negotiate contracts. And keep in mind, these are just recent examples that I could recall off the top of my head. I'm sure if I looked back further I could see the telltale signs of negotiation going on between the UFC and any number of fighters.
