You either don't have eyes or didn't see the initial grab. He was holding her in place by the wrist first, for a while actually. Then when she turned to leave, he put his hand on her wrist again, seemingly to grab her and prevent her from going. Now, if that's the "touch" you're talking about, I can see how you were confused by not thinking it was him grabbing her, but there is context here.

He was holding her to prevent her from leaving, then grabbed at her again to prevent her. That's on the video, cut or not
