overlords = government, he calls them overlords cynically instead of cryptically- meaning that they take themselves too seriously.

the uncle = supposed victim of gambling or drugs in society. Rogan explains that certain people are just stupid and bound to ruin their les with gambling or drugs. The problem isn't with the gambling or drugs in society, it's with their impulse control specifically.

Edit: I see what TS did there. Rogan refers to an uncle. TS conects the word "uncle" to Dana. And applies that to the previous comment using the word "overlords" (ie Zuffa inc.)
