The UK has a similar social safety net as Germany and in Germany in order to be homeless you have to either:

a) be willingly Homeless

b) be a fuckup, who is incapable of doing anything by himself, even too fucked up to claim social benefits with the state (rent assistance,unemployment benefits etc.)
