Youre simply just going by heresay. Khabib said he was told the fight was likely to happen in ADE, so he flew over there with his team and was denied entry into the country. Your wording is making it seem like Khabib was trying to avoid the fight.

So he's an idiot for not having a visa, and trying to enter a country he's not a citizen of in the midst of a global pandemic, instead of staying in the country he'd already been accepted in and was where his opponent and company were.
