You don’t do civil settlements with a prosecutor. Also you realize those cases did not settle, Conor was sued in civil court after the prosecutor declined to prosecute due to lack of evidence.

The civil case was also voluntarily dismissed without a settlement on file, no evidence was produced in the case, I don’t think the victim was even willing to sign an affidavit to say what she was saying was the truth.
