There would have been a stronger effort to find and prosecute the people who committed terrorism, and less of a fanatical push for "ushering in a New American Century" or whatever such religious horse shit, and probably lower tensions with Russia, because the exploitation of their former clients and territories is one of the major things that put us on a collision course.

I would argue there is a good chance both 9/11 and the recession happening regardless of who the president is. The democrats also had a chance to deal with the NSA and patriot act and took a hard pass on the issue. So those things also had a good chance of happening regardless as long as 9/11 happened.
