The UFC doesn't want to pay her to fight down and they have zero leverage over her so they have shelved her. Plus fans treated her like trash so she felt no need to rush back into a fight. She had tons of opportunities outside of fighting where people appreciated her more and got paid to do it.

If people wanted to see her fight more that was entirely in the UFC's hands to deliver and Joanna had mentioned this herself in a roundabout way. She won't directly trash the UFC or Dana. Not yet anyway. They deliberately choose not book her.

She has one fight left on her contract and the UFC will want her sign a 6 or 8 fight contract to lock her up forever but don't want to actually pay her enough for it.

IMO her next fight will be her last in the UFC. Will see.
