I asked one of the captains if it was possible to keep the honking up in the Hill where it isn't so disruptive to the residents.

Unfortunately she seemed like she had an IQ if about 80 so I don't think the message got passed along to the guy with the train horn on his rig.

The downtown core is completely lawless. You can literally piss wherever you want.
