Generally speaking, no, cats shouldn't drink milk past kittenhood. Once they have weaned, most cats become intolerant to lactose, which are the natural sugars in the milk.

If you give your cats milk they will get the diareheas. I would highly recommend against giving cats milk, especially if you have their shit box inside.

cats get a lot of their water from their food, IIRC canned cat food is approx 70ish % water.
If the cat gets dry food they will of course need more water.
Cats need fresh water on a daily basis.
