What's wrong with Alex Caceres? He gives entertaining performances, he's got personality and he's willing to fight all over the world. That last one is big for the UFC, taking fights in Shanghai, Macau, SLC and other growing market areas.

It is probably the least offensive of UFC's many non-meritocratic decisions.

Alex is a perfect company fighter. He's got a schtick, he will fight anywhere, clearly gives zero shits about his record, and he's flashy enough in a particular area that his mediocrity can be overlooked in grooming style matchups with prospects or fighters like kron. He can anchor cards reliably and comes with zero baggage, which makes him a jobber. The UFC would love more like him.
