I was just at a competition and saw a few black belts with white bars instead of red. Is there any consensus on what this means or why it is done?
 
A Black Belt with a white bar instead of a red bar means you are not an instructor; guys like the Miyao brothers are famous examples of this.

Some school/teams do not delineate between instructors and non-instructors in this way, so all their black belts have red bars.
If you do see a black belt with a white bar, it means that their team/school designates this rank for black belts who are not instructors at the school.
