that's already 3 title shots with 12-4 MMA record, Tony Ferguson is 26-3 (16-1 in UFC) and still hasn't got a title shot yet, even though Tony has better wins at LW, the LW division back then had like 9 fighters and was removed from the UFC for a Period compared to 100+ in current LW.

You're overlooking when he beat prime Matt Hughes for the WW belt. I'm not a BJ nuthugger but until recently he'd only fought the best of the best. Plus he would go up in weight and fight much bigger fighters.
 
Lol, join date of under a year & has the ability to read Wikipedia & thinks his opinion matters.

The simple fact is that Penn fought the best guys of his era to the point that despite being a natural 155 he fought at higher weights including Machida who weighed well over 200lbs & easily beat Matt Hughes who is one of the best Welterweights in the sport for the 170 belt.

He earned his title shots by virtue of being one of the best of his era & unlike today's fighters he didn't care about cutting weight for a significant advantage or worry about losing or how it would affect his precious MMA record that only impresses casuals, he just fought.

Obviously now the sport has passed him by, plus his social antics & lack of serious training outside of fight camps has caught up with him as it will to every fighter but that doesn't discount his career.

You're 100% correct, but Penn's fanbase is damn near as rabid as Fedor's, and with half the justification.
