Saying someone underestimated someone isn't a good thing, it makes them look horrible. You're insulting the guy you're trying to defend.

Note that everyone you listed who Bisping lost to in title shot eliminators (Vitor, Hendo, Shael) were on PEDs pre-USADA. So was Anderoid for that matter lol

There's also the fact that most of if not all of the current top MW contenders (Weidman, Rockhold, Jacare, Romero) are matchup nightmares for Andy

Bisping beating Rockhold was a Serra/GSP moment and he'll get dominated in the trilogy. That fight is proof of nothing except Rockhold having had no respect for Bisping as a fighter. The division has unquestionably improved though and even Bisping has improved. And that doesn't discredit Anderson in any way. WW has improved since GSP left. HW has improved (at the top 5 level at least) since Fedor left. The top LHW's today are absolutely better than Chuck/Wand, etc. That's just the nature of a young, evolving sport. No need to take it personally and act like it discredits previous greats.

Bisping being champ is proof the MMA gods are real, and created this unlikely scenario where Dan Henderson will retire as champion. Then all will be right with the world, and the division.

A very exciting tournament for the title could take place after that, stretching most of the year.

And yes the skill level of the MW has vastly improved. It's very easy to see that.
