Best way to strengthen neck?

I don't do neck bridges because of all the stuff I've read about them. I just do exercises with a 10 lb plate and a harness I have, but sometimes i'll have a type of pain in my neck as well as in other parts of my spine all the way down to my lower back. What's the safest way to train your neck? Should you be laying down, sitting?

Is one of these positions safer?

Also what rep range? Right now I'm doing pretty high reps, i basically set my timer for 15 mins and do intervals of 4 mins exercising and 1 min rest. Is this too much?
 
lying neck nods and circles to warm up. high reps of 50+. all four directions.
i like isometrics against a wall. leaning forward while holding weight. all four directions.
i also do neck nods forward and backward with manual resistance or a weight plate. i like 20 reps here.
stay withing a rom that feels good.
