Well, I like the concept, like the effort, and like some of the criteria.
However, there's one controversial and really problematic thing, IMO.
Your system highly rates (overrates?) Asian events that are loaded up with ranked fighters < 150 pounds that no one (in English speaking countries, who would be most of your audience) gives a crap about.
If 4 different cards have as their main event:
The 1+2 HWs in the world
The 1+2 LWs
The 1+2 straweights
The 1+2 SHWs
Those 4 matches simply aren't anywhere near equal - not in fan appeal, not in quality of fighter, not in cost to sign the fighters - not in anything.
So - depending on what you want your list to be reflective of - that situation may require major adjustment.
I appreciate your comments and you have a right way of thinking.
But, I don't use just ranking in the division (weight category) to do those calculations.
I also use P4P ranking, Fighter Current Score and All Time Rating.
Each of those values describe fighters from different angle.
For example, comparing Ayaka Hamasaki and Ronda Rousey.
Hamasaki is ranked #1 at F-105 (Female Atomweight division), #10 Female P4P , #60 P4P overall (male &female) , has
637 Current Score and 26 All Time Rating.
Rousey is ranked #1 at F-135 (Female BW), #1 Female P4P , #4 P4P overall (male &female) , has
910 Current Score and 33 All Time Rating.
They are both #1 in Category, but when you use all of those other measures, they are not even close.
When you look at male P4P ranking and Current Score, Hamasaki would have similar value like Jussier da Silva (#4 Fly) or Emanuel Newton (#10 LHW).
If you look at numbers for Naho Sugiyama, she has even lover value.
She is #5 at F-105, #36 Female P4P , #213 P4P overall (male &female) , has
470 Current Score and 19 All Time Rating.
That is approximately equivalent to Georgi Karakhanyan (WSOF, #25 FW) or Cheick Kongo (Bellator, #26 HW).
So, I have taken care of that disparity between divisions.
And, regarding my target audience, it is overall MMA community.
I don't give a crap that somebody doesn't give a crap about Asian events.
Trying to treat everybody equally.
