Best Fighters Outside the UFC

I'm pretty curious as to what you guys think. And no guys that previously fought in the UFC (MacDonald, Daley, etc.) I feel like one would be Vitaly Minakov. I've always wanted to see what he could do in the UFC. He's pretty good. Thoughts?

It's really unfortunate about Rory. Being Canadian, he was my favourite fighter. Would always put on a show. He'd probably be champ right now. I definitely see him beating Woodley again. Dana just doesn't see that I guess...
