Best fighter currently NOT in the UFC

Muhammad Mokaev 16-0 in pro fights, 39-0 overall, age 25

He has a recent win over Manel Kape who is currently #6 at Flyweight in the UFC, who's facing #3 Brandon Royval in 2 weeks.

Maybe he would beat Pantoja maybe not, but he's certainly a top 5 Flyweight in the world who's never lost in MMA, and every passing day his odds of beating Pantoja increase.

Honorable mention: Francis Ngannou (arguably still the #1 HW in the world)

Most underrated: Youssef Zalal (probably one win away from a FW title shot)

Who do you think is the best MMA Fighter not currently signed to the UFC. Could they be able to beat the current UFC champion of their weight class today?
Francis Ngannou would be the second ever Cameroonian fighter in the UFC, and he would beat half blind Aspinall

I think Vart is one of the best LWs of all-time. He'd have a good shot at being UFC LW champ.

Volk is a tough match-up for Omarov (not unwinnable or anything though), but I think he's been a top 3-5 FW in MMA for years now, and could become champ in the UFC if Volk is out of the picture.

I've thought Nemkov was the best LHW in MMA before he moved up. I'm not as convinced that he's the best HW, but I could see him becoming champ at LHW or HW.

Gasanov has been an elite MW for a long time now. I wouldn't favor him over Chimaev, but that would easily be one of, if not the toughest match-ups for Chimaev. I think he'd be a staple in the top 3-5 in UFC.

Musaev might well be the best WW in MMA. That is a very tough match-up for Makhachev. I'd feel confident about Musaev's chances.

Shaydullaev looks like a serious prodigy with the meteoric rise as a generational talent, but I need to see him in a much better talent pool than RIZIN's FW division to be fully sold. He was still in the developmental league back in ACA.

Dakota Ditcheva has probably been the best fighter in WMMA at least a year now, but obviously the talent pool is much lower.

Vart? Is that a vaginal fart?
