Usually nothing Paul Ryan says matters because he does not plan to implement it and if he does he will avoid accountability. So he can be as wrong or right as possible and it wouldn't make a difference

The first time he was truly accountable for anything is when trump called his bullshit and put him in charge of the healthcare bill so that he had to do more than just talk. It predictably isnt going well
