Refs have to start breaking guys up who do this.

That's the point of stalling. You can't just peel them off. The stalling ensures that there is very little that can be done but have the position be held.

He'll get another relevant fight now.

Salter is in a very advantaged position though. He is in a position so threatening Jeffery can't so anything but defend, if he tried anything he would get choked
