Because people were already excited for Civil War and Marvel was skyrocketing in popularity. Oh look Spiderman!!! Holy shit it keeps getting better!!

Now they need to advertise these debuts and returns to bring audiences back...in sure there will be a swereve or two

Wick, "Sorry, but has anyone seen my dog? I'm sure he came this way".

(Doom looks down at a small patch of blood and fur on one of his boots).

Doom, "Oh, shit..." ;)

Completely agree. But they're not about maximizing your experience, they're about maximizing your dollars. And some people needed confirmation that the X-Men and Captain America would be in this movie or they wouldn't go see it.
 
The scope of this movie is going to be insane. Seems like it will dwarf Endgame in terms of the number of characters. It's still crazy that after 14 movies and several TV series in phase 4-6, we still have little to no idea what it's about. Doom has only been glimpsed once in single post credit scenes and never mentioned by name. We loosely know that it's about the multiverse and variants and that's about it.
